Create a test with sections, and specify the timing as follows:

Allowed time: Total minutes allowed to answer all questions in this section. While taking the test if user spends more time than allowed time in any section, they will be taken to next section automatically.

Time From: Time in minutes from the start of the test, before which this section cannot be viewed. If while taking test, user attempts to go to a section which is prohibited at that time based on Time From condition, they will see a message that section can not be viewed

Time Till: Time in minutes from the start of the test, after which this section cannot be viewed. If user attempts to go to a section after this time, they will be taken to the next section.
